The speeches are the smallest part of it. Most of what matters is in documents published at 1pm and a Bill passed before Christmas.
Budget Day follows a fixed script. Knowing it helps you find what you need rather than waiting for the evening news.
The morning
Cabinet meets early to sign off the final package. Nothing is formally decided until then, which is why reports in the days before are phrased as expected or likely. Opposition parties will already have published their alternative budgets.
1pm
The Minister for Finance, Simon Harris, speaks first. His statement covers tax: income tax bands and credits, USC, VAT, excise, inheritance tax, and the economic outlook. The Minister for Public Expenditure, Jack Chambers, speaks second and covers spending: welfare rates, health, housing, education, and departmental allocations.
At the moment the first speech begins, the Department of Finance publishes the full Budget documents online at gov.ie. The Expenditure Report, Tax Policy Changes document and Economic and Fiscal Outlook contain every figure. If you want the welfare rates or the exact threshold changes, they are in those documents, not in the speeches.
The afternoon
Opposition responses follow in the Dáil. Departments publish their own summaries. Revenue publishes a summary of tax changes. The Department of Social Protection publishes a full rate card showing every payment before and after.
What happens next
Tax measures need legislation. The Finance Bill is published within about two weeks and passes through the Oireachtas by mid-December. Most measures take effect from 1 January, though some, such as excise on cigarettes, apply from midnight on Budget night.
Welfare changes are in the Social Welfare Bill, also passed before Christmas. Weekly rate increases take effect from the first week of January. Any once-off payments or the Christmas Bonus are paid between October and December.
When you will feel it
Payslips change in January once Revenue issues new tax credit certificates. Welfare recipients see the new rates in the first January payment. Energy credits, if any, are applied to bills in the months stated. The Rent Tax Credit is claimed through Revenue’s myAccount after the tax year ends, or during the year via a Real Time Credit.
So on Tuesday afternoon, the headline figures tell you the direction. The documents tell you the detail. And January tells you what it is actually worth.
